Josh Colley

Principal Dam Engineer

Josh is a geotechnical engineer with experience in dam safety and waste containment projects. He is the former State Dam Safety Engineer for the state of North Carolina where he oversaw a regulatory program responsible for an inventory of over 6,000 dams.

Josh is originally from the United Kingdom where he obtained his undergraduate degree. After graduating, he moved to the United States for graduate school and began working in private consulting working primarily on dam safety and coal combustion residual management for clients in the power industry, he supported projects as both a project manager and engineer.

After eight years in private consulting Josh joined the State of North Carolina as the State Dam Safety Engineer where he oversaw the dam safety program for just over two years before joining Riley in 2024.

OUTSIDE OF WORK: Josh enjoys spending time outdoors, playing board games/tabletop games, and building and painting miniatures.
